The Whitley County Board of Commissioners approved a series of routine administrative items during its organizational meeting, including personnel-policy changes, vendor contracts, a small grant fund, and two subdivision plats.
Human resources director Jennifer Shinneberry presented redlined changes to the county personnel manual, characterizing most edits as clerical while noting a substantive adjustment to overtime rules to reflect 12-hour mayoral-officer shifts and a 14-day work period. Commissioners moved and approved the amendments.
Clerk Cindy Doolittle asked the board to approve the annual Lake City Bank contract; she said "the dollar amount is $300 a month for the account charge" and cited the bank's positive-pay fraud protection. The contract was approved as presented.
Health director Scott Wagner asked commissioners to approve an ordinance to create a Parkview Grant Fund for a $3,000 grant from "PerfView" to support evening classes at the senior center; the board approved the ordinance (transcribed as "20 26 dash 0 1").
Planning director Nathan Bilger presented two Plan Commission-recommended plats: Myers Subdivision (two lots on 300 West) and Wagner Subdivision Section 2 (rezoning triggered by additional lot creation in Jefferson Township). Both plats were approved by voice vote.
County engineer (transcribed as "Bridal Allen") presented two INDOT-related contracts for a white-striping project — one with a consultant for construction engineering/inspection and one with INDOT. Commissioners approved both contracts contingent on review by county counsel/Andy before letting on Jan. 14.
The board also approved payroll and accounts payable and approved minutes from the Dec. 15, 2025 meeting before adjourning.
