Cornwall‑Lebanon district staff and benefits advisors presented a proposal Jan. 5 to join a HealthWorks employee clinic network operated by Penn Medicine/Lancaster General Medical Group.
Staff described the model as membership‑based, concierge‑style primary care offering on‑site exams, minor procedures, counseling services, limited on‑site pharmacy and virtual messaging/video access. Services would be free at the point of care for employees (a $5 charge was noted only for employees on certain high‑deductible plans), and the initial rollout would be employee‑only and tied to district medical plan enrollment.
Financials presented at the meeting: a minimum district commitment of $123,000 in year one, with a requirement of at least 100 employee sign‑ups for the first six months, $150,000 for the second six months and higher participation targets in subsequent years (roughly 300 employees by year three). Staff said the district currently spends about $13 million annually on health care and that this model has produced cost avoidance for some employers in Lancaster County where clinics already operate. "Anything in this clinic that is provided is free to the employee," a presenter said.
Board members asked whether the clinic would coordinate care with employees' existing providers (for example, WellSpan) and whether services would be walk‑in or scheduled. Staff replied the clinic could be supplemental to an existing primary care provider or could function as a primary care source, and it offers a combination of scheduled and walk‑in options with flexible hours, including evening access in some cases.
Concerns raised included whether the clinic would accept employees who live outside Lancaster County, how extended care referrals would be coordinated with other health systems, and whether employees would be released from duties to attend appointments. Staff said clinics in the HealthWorks network have experience coordinating referrals and that flexibility for appointment scheduling was part of the model. The district solicitor was reviewing the contract and staff said no action would be taken next week; they expected to bring additional answers and a finalized contract back to the board when available.
Next steps: staff will continue contract review with the solicitor, collect follow‑up answers to logistical questions raised, and return with a recommended contract if warranted.
