The Mohave County Board of Supervisors voted Jan. 5 to adopt the county wide 2025 General Plan while excluding the Golden Valley map after extended public comment and discussion.
Supporters of removing Golden Valley from the plan told the board that the map exhibits did not reflect prior board direction to revert parts of the area to larger-acre zoning. "The only problem that I have with it is the map for Golden Valley is incorrect," public commenter Angel Lund told the board during the hearing. Several other Golden Valley property owners and residents said the proposed Dorado buildout would exceed the area s infrastructure and water capacity and would impose costs on county taxpayers.
During board deliberations, supervisors discussed whether the Golden Valley exhibits could be carved out and decided the cleanest approach was to approve the plan while withholding the Golden Valley map exhibits for further work by Development Services. "So my motion would be that the general plan be approved with the exception of the Golden Valley area map," Supervisor Gould said, and the board approved that motion by voice vote.
Planning staff told the board that the planning and zoning commission had recommended the plan by unanimous vote after returning it with requested changes. The ordinance under consideration was described in the public hearing as Mohave County ordinance 2025-03, intended to replace the county s 2015 General Plan in accordance with Arizona Revised Statutes.
What happens next: staff and the planning department will work with supervisors to determine the precise map exhibits to exclude and the process for separately resolving Golden Valley s land-use designations. The board s action leaves the rest of the county covered by the new plan while isolating the contested Golden Valley materials for additional review.
Votes at the meeting: the motion to approve the general plan excluding the Golden Valley map carried on a voice vote.
