Board approves COG as lead for SR‑49 design; clears Airport Road dedications for transit facility

Public Works and Calaveras Council of Governments staff asked the board on Nov. 4 to allow the COG to act as lead agency for the PS&E (plans, specifications and estimates) phase of the State Route 49 Southern Gateway Corridor project covering Mountain Ranch Road to Airport Road. Staff said the COG can access and administer regional funding identified for the design phase (staff cited $1,400,000 in regional funding to be included in an RTIP submittal to Caltrans on Dec. 15).
Calaveras Transit Agency (CTA) staff said Airport Road is currently privately owned and maintained and that CTA needs legal access to build a new transit facility adjacent to the planned COG building. CTA reported it is negotiating dedications with two property owners for the accesses needed to construct the planned road. A CTA representative asked the county to accept those dedications "so we can proceed with our project." Public comment and multiple supervisors expressed strong support for moving the project forward. The board approved the requested exception to the JPA and accepted the dedications (voice vote, passes 5–0).
