The Whitehall-Coplay School District education committee reviewed a package of governance and operational policy revisions Monday, presenting multiple items for first reading and committee discussion without taking any votes.
Committee lead Missus Salit told members the package included three governance/procedure policies added to the agenda for review and recommended implementing them ahead of the new year. Key changes ranged from removing a prior requirement that individual board members sign each policy (Policy 011) to minor curricular wording updates (Policy 102) and a clarified diabetes-management provision (Policy 209.2).
On Policy 011 staff said the board-level sign-off requirement was removed based on guidance from PSBA. Policy 102 updates broadened the English language arts definition to expressly include "reading, writing, speaking, and listening" and added "environment and ecology" and "engineering" to science language. For Policy 209.2, Missus Salit said the revised language specifies the district "will provide the type 1 diabetes fact sheet developed by the Department of Health" to parents and guardians when a child is first enrolled in elementary school.
The committee also reviewed Policy 012 (board member communications), which frames the superintendent as the primary staff contact for board inquiries except when a member is acting strictly in a parental role. Policy 013 sets a procedure for requests to obtain administrative documents — requests go to the superintendent and must be supported by four additional board members seeking the same material; if compilation is estimated to exceed 30 minutes the superintendent will notify the requester within five days and appeals would come to the board president.
Policy 014 clarifies confidentiality and litigation-related attendance restrictions for executive sessions, and a new Policy 122.1 would set rules and administrative forms for non-school-sponsored student groups seeking to use district facilities. Administrative regulations tied to extracurriculars, job-description reviews and a new vehicle-assistant job description were presented alongside field-trip requests and a PPL graduation-venue agreement that staff said remains under solicitor review.
No motions or votes were taken; staff emphasized these items were for committee review and will return for board action at a future meeting.
