Commissioners approve budget amendments, consent items and move to closed session
Summary

At the Jan. 5 meeting, County Manager Justin Mundy outlined four budget ordinance amendments and recommended approval. Amendment #16 reallocates public buildings maintenance funds to replace detention center water heaters; #17 adjusts the general fund for personnel cost differences and vacation payouts; #18 increases the America 250 NC project fund for additional revenues and fireworks costs; and #19 increases the waterline extension project budget using $1,333,268 in remaining ARPA funds and $192,447 from the water and sewer fund. Mundy stated no county tax dollars were used for amendment #19.
A motion to approve amendments 16–19 carried. The board then approved the consent agenda (with item 12(g) moved earlier to 7(a)); consent items included tax abatements, minutes, board appointments, the Dec. 2025 line item transfer report, the 2026 emergency operations plan, the Historic Preservation Commission annual report, a right‑of‑way easement to Dennis Tighe, and health department bad debt write‑offs. The board then voted to enter closed session under North Carolina General Statute 143‑318.11(a)(3),(4),(5) to consult with counsel and discuss economic development site negotiations and real property acquisition terms.
