Alexander County commissioners voted Jan. 5 to adopt a resolution joining North Carolina’s Commercial Property Assessed Clean Energy (CPACE) program, a statewide mechanism administered by the Economic Development Partnership of North Carolina (EDPNC). Economic Development Director Michael Worley explained the program was created by Senate Bill 802 (2024) and cited applicable state statute language as recorded in the meeting.
Worley emphasized CPACE uses private capital providers, not county lending; the county’s role would be primarily ministerial — recording assessment liens only after an owner requests participation and applications are approved by the program administrator. He said eligible improvements focus on energy efficiency, water conservation, renewable energy and resiliency and that repayment terms may extend 20–30 years based on the useful life of the improvement. The board opened and closed a public hearing with no public speakers before adopting the resolution by vote.
