Cibolo Mayor Latimer told the Planning and Zoning Commission that city council is preparing training modules for commissioners to clarify ministerial duties, subdivision review, zoning and future land‑use questions.

Latimer said the council is responsible under the city charter to provide and fund training and that staff plans to deliver the subdivision/ministerial training by January, followed by zoning components. She praised the commission’s subcommittee work and invited collaboration to vet the modules.

Commissioners described a phased onboarding: 30‑day introductory modules, a 60‑day deeper level and a 90‑day advanced stage for regulation‑specific materials. Commissioners asked whether the training would affect the commission’s role; Latimer said the goal is substantive training that could support a transition from a recommending to an approving role where legally appropriate.

The mayor also agreed to follow up on live‑streaming and IT support after commissioners raised concerns about meeting recording and public access.

Next steps: Staff will release modules and coordinate with the commission’s subcommittee. Council will continue to lead and fund the training effort.
