The Halifax County Board of Supervisors reorganized its leadership and adopted governance rules at its first meeting of 2026. Supervisors nominated and elected a chair and vice chair, approved bylaws and a code of ethics, and adopted the board’s 2026 meeting schedule.
Nominations opened for chair, and a supervisor nominated "Mister Larry Rohwer" (transcript spelling). After nominations were closed, the board conducted a roll-call vote and the motion passed, recorded as an 8–0 vote. The newly elected chair thanked fellow board members for their confidence and said he intends to lead with "inclusion and transparency." The board then nominated Robbie Smart for vice chair; following a roll call, Smart was elected by majority vote.
The board moved, seconded and approved Resolution 2026-1, the county's 2026 meeting schedule, and separately adopted bylaws, meeting guidelines, a code of ethics and standards of conduct (pages 11–28 of the packet). The board also confirmed the director of emergency services, adopted the county’s 2026 holiday calendar and approved several routine appointments, including clerk and deputy clerk appointments.
The board approved minutes from several prior meetings (11/20/2025, 12/01/2025, 12/11/2025 and 12/16/2025) and accepted the consent agenda, which included warrants for November 2025. The meeting proceeded without extended debate on these items.
The board scheduled committee assignments to be finalized by Jan. 9, 2026, with the chair, vice chair and the county administrator meeting to determine appointments.
The session concluded before the board moved to a closed session to discuss appointments and a contract.
