The Pasco City Council approved routine agenda items and took three recorded actions at its first 2026 meeting.
Consent agenda: The council approved meeting minutes and bills and communications totaling $23,046,718.81, and approved write-offs totaling $2,500 in delinquent bad debt. The consent agenda passed unanimously on a roll-call vote.
Tierra Vita right-of-way: Staff presented Resolution 4692 seeking to set a public hearing on Feb. 17, 2026, to consider vacating the westerly 20 feet of right of way in Tierra Vita Phase 1. Staff said the 20-foot strip is landlocked, that previous plats and ordinance 46 46 affected the legal description, and recommended waiving an appraisal and compensation because substitute rights of way had been dedicated nearby and the public benefit outweighs the appraised value. Mayor Pro Tem Milne moved to adopt Resolution 4692 to set the hearing for 07:00 p.m. on Feb. 17, 2026; the motion carried unanimously.
Wage ordinance correction: The council adopted Ordinance 4808a, a technical correction to the 2026 administrative professional nonmanagement wage ordinance. Sarah, the city’s HR director, said the change corrects classification and rounding issues identified after the council’s Dec. 1, 2025 action, does not alter COLA or policy, and is effective Jan. 4, 2026. The motion to adopt passed unanimously.

Staff said the Tierra Vita public hearing will be the opportunity for public testimony on whether the proposed vacation meets criteria in Pasco Municipal Code PMC 12.40.070 (traffic/access, public need, and non-landlocking of other properties).
