During the public‑comment period at the Jan. 5 Randolph County Board meeting, several residents urged the county to address what they characterized as long‑running permitting and zoning problems at a shooting range on Fuller/Full Mill Road.
Fritz Wang told the board the range’s shelters were never permitted and said the club failed to file nonprofit tax returns from 2015–2019, which he said made the operation effectively for‑profit on RA‑zoned land. "There is no record at the permit office that any permits have ever been applied for," he said.
Amy Wang and other neighbors described frequent shooting noise, unremediated shelters that allow all‑weather use, and negative effects on property values and health. One speaker described measured decibel levels between about 75 and 95 dB and called the sound "pretty loud." Speakers urged the board to adopt UDO changes requiring ranges to be "good neighbors." Several commenters referenced a 2020 county hearing and a 2021 UDO change that restricted shooting ranges to HI zoning with a special‑use permit.
County staff and commissioners said prior hearings and a 2021 UDO revision had addressed some zoning loopholes. At the meeting, the board did not announce enforcement action; staff advised that affected residents may have legal remedies and that the county’s planning process has previously updated rules to restrict ranges.
Separately, staff requested and the board voted to table a related UDO sign change item to the Feb. 2 meeting so staff can complete public‑notice requirements and research exemption processes.
Status: the residents’ allegations of unpermitted structures and nonprofit filing lapses were not resolved at the meeting; the board did not vote on enforcement and instead held procedural items for a future meeting.
