City staff outlines phased approach to 72 SLP encroachments; first letters yield limited responses

City Manager Todd Kusumada and staff reported to the City Council on Oct. 20 about ongoing work to address 72 known encroachments in the city’s SLP program. Staff described a phased approach that began with a smaller priority list to pilot outreach and limit workload.
Kusumada explained the first package targeted roughly 12 encroachments affecting approximately 22 property owners; the city sent a letter with an exhibit photo and an application for an SLP encroachment permit and requested responses by an October deadline. Staff received confirmations that at least one site was not an encroachment, and a handful of additional responses; many property owners have not yet replied. Dante Rivera was identified as the staff lead on the program, and Councilmember Joachim will serve as a council liaison to support outreach.
Staff described common questions from property owners — boundaries, survey costs, and historic approvals — and said the city plans a second round of letters supplemented by phone calls and, where necessary, door‑to‑door contact and field visits. Kusumada said the city will provide an updated document and ongoing monthly or quarterly status reports and requested council guidance on whether the city should pay for surveys or pursue economies of scale.
Councilmembers generally supported the phased approach and asked staff to include field‑visit time in planning. Staff committed to bring a status update in November and to coordinate with the Friends of the SLPs and council liaisons.
