"I think there are many people that are under the impression that we take care of all animals, raccoons, and everything, but that's not the case," Speaker 1 said, and suggested the county could direct callers to the Department of Agriculture when appropriate.
Staff and members discussed mailing logistics and follow-up. Speaker 2 offered to assemble packets and mail them, proposing an initial 30-day response window with quarterly reminders for items not returned. Speaker 1 asked that, within about 30–60 days, staff provide the committee with a list showing which villages have contracts (citing Milford as having a contract and Sheldon as not). "I know payments aren't… I don't think I'm going along with this," Speaker 2 said when discussing timing for follow-ups, and later outlined a reminder schedule.
Speaker 3 emphasized what the intergovernmental agreement represents: "The intergovernmental agreement is they are contracting with us," and urged clearer wording in the letter so recipients understand whether they should direct residents or municipal officials to contact animal control. The committee agreed that, regardless of whether a village signs the agreement, staff should request a copy of current municipal ordinances and a contact person for the municipality.
Speaker 1 asked Angie to coordinate with Amanda to send the letters and report back to the committee on responses and any help needed from county staff.
