Oakwood City Council on Jan. 5 held its biennial organizational meeting, where two council members were sworn in, leadership was confirmed and committee assignments were approved.
Law Director Rob Jacks administered the oath of office to Lee Turban and newly elected Sam Dorf, who each affirmed support for the U.S. and Ohio constitutions and pledged to uphold the Oakwood charter and ordinances. Mayor William Duncan called the meeting to order and led procedural business.
At the start of the meeting, a nomination from the city manager to reappoint William Duncan as mayor and Steve Byington as vice mayor for two‑year terms was made, seconded and approved by roll call. Clerk Lori called the roll; Duncan, Byington, Turban, Jackson and Dorf all recorded “yes.”
Council then reviewed and approved the council committee and regional liaison slate. Highlights of the assignments include Sam Dorf recommended as chair of the court liaison group; Steve Byington named chair of the Finance Subcommittee and designated as the city’s designee to the Miami Valley Regional Planning Commission; Lee Turban assigned to Public Properties, Utilities (Waterworks and Sewer) and the Business District liaison role; and Healy Jackson assigned to Safety & Traffic and Streets & Alleys. The council moved to approve the committee assignments and voted in favor.
The council also noted several vacancies on citizen committees and said it will review and return nomination recommendations for those appointments.
The meeting adjourned after routine business and announcements; the next regular meeting was scheduled for Feb. 2, 2026.
