State representative presents House citation to retiring Kiski Area SD music teacher

Representative Gina Cooper presented a citation from the Pennsylvania House of Representatives to music teacher Rochelle Insco at the Kiski Area School District board meeting on June 18, 2025, honoring Insco’s retirement after about 25 years in the district.

Cooper read the citation aloud to the board and attendees, noting the award’s criteria and praising Insco’s service to students and colleagues. "I think the school board is one of the most difficult elected positions in the state," Cooper said while expressing appreciation for the board’s service and the value of honoring long‑time educators.

The citation text recorded in the meeting recognized Insco’s career at Kiski Area Upper Elementary School and cited her students’ musical accomplishments, including student selections for the Pennsylvania Music Educators Association All‑State Conference. Insco accepted the honor and thanked colleagues, recalling past band directors and the district’s music tradition. "This is quite an honor," she said, adding that she accepted it on behalf of the music faculty and family members who supported the program.

Superintendent Dr. Lohr, who introduced the citation, told the board the district is continuing recruitment to fill four open positions and thanked Representative Cooper for supporting the district’s music programs. Board members and staff offered congratulations to Insco and welcomed several new hires noted on the personnel agenda.

The recognition was brief and ceremonial. After remarks, the meeting proceeded to business items including routine approvals and votes.
