Albert Lea task force warns multi-year enrollment decline; staff outlines projection models and impacts on facilities
Summary
Task-force presenters showed birth‑to‑kindergarten correlations and projection models indicating smaller incoming kindergarten cohorts (about 99 fewer students versus births on average), prompting discussion of multi-year facility planning and peer-district case studies.

Albert Lea Public School District task-force members heard data showing a persistent decline in younger cohorts that could shrink future kindergarten classes and pressure district facilities and budgets.
Speaker 3, a district presenter, walked the group through birth‑to‑enrollment correlations and two projection approaches. "What we can see here is in 2013, there was 339 students or children born in our county," Speaker 3 said, then explained the district typically enrolls roughly 99 fewer students than the birth cohort when projecting 4–7 years forward. Using a linear subtractive model and a weighted (Eller) model, the presenter said the district should expect substantially smaller kindergarten classes for several years and a "natural loss of about 50 students a year annually" if open enrollment patterns persist.
Why it matters: smaller kindergarten cohorts mean the district could face a structural enrollment decline lasting several years even without additional outflows. That affects staffing, program placement and the economics of operating multiple elementary schools, said task-force members during discussion.
The task force responded by identifying options for study: deeper enrollment-by-building analysis, financial modeling of consolidation scenarios, and targeted outreach to families who open-enrolled out of the district. Speaker 1 asked the group to consider enrollment by building and the amount of classroom space used, noting that a building's MDE "average age" does not reflect reinvestments.
The administration will compile additional historical net‑migration numbers, disaggregate enrollment by building, and share results with the task force before the next meeting on Dec. 10. The committee framed the projections as a planning input rather than an instructional recommendation.
