Kiski Area SD board approves consent and budget items; members question $101,000 WIU payment

The member also queried a $6,900 line item for tile at an entrance near the athletic office; staff explained it covers an entrance outside the wrestling room and is not part of the main wrestling-room renovation.
A board member raised a larger budget concern noting a $109,000 invoice package; staff clarified the package included multiple invoices and the largest single payment was $101,000 to “WIU” for the 2024–25 school year to cover tuition/placement at a used detention-center program for about six to seven court-placed students. District staff said those placements are court-directed and that tuition was budgeted based on historical costs.
After the clarifications, the board proceeded to approve bills 13.1–13.3 and moved on to approve student activities (14.1–14.4) and construction items (16.1–16.3) by voice vote.
Several approvals were conducted as grouped motions: acceptance of agenda items 6.1–6.4, minutes from the Sept. 15 legislative meeting, personnel items 10.1–10.7 and finance items 11.1–11.7. All motions were supported and passed by voice vote during the meeting record; no recorded roll-call tallies were announced in the transcript.
Board members emphasized that the $101,000 payment and other tuition/placement expenses are included in the district’s budget and are largely driven by court placements, limiting the district’s discretion over those placements.
The board did not take further separate action on the WIU payment beyond its inclusion in the approved bills.
