City staff presented a revised development agreement for Swan WFH Sandy Acres and explained the update corrected previously inconsistent funding figures identified by Commissioner James. Staff said a pre-construction meeting with the developer’s contact, Alan Edwin, was scheduled and that site clearing has already begun.

The agreement outlines the development pathway and city interactions during construction. The commission moved, seconded and approved the development agreement by roll call; several commissioners recorded a "yes" vote during the roll call.

City staff said they recommend approval so work can proceed and noted the developer’s eagerness to begin construction.
