Harold Kelly was sworn in as mayor of Clarks Summit at the start of the borough council’s organizational meeting. "I, Harold Kelly, do solemnly swear...that I will discharge the duties of my office as mayor of Clark Summit," Kelly said while reciting the oath and signing the paperwork.

The council moved quickly into leadership elections. After nominations, Jerry Carey was nominated and elected council president by voice vote; Josh Mitchell was elected vice president; Kathleen Simmel was chosen president pro tem. Council members spoke in support of Carey’s leadership before the unanimous voice votes.

The meeting also included a slate of routine confirmations. Council approved appointments for borough secretary/manager, assistant secretarial roles for sewer and trash billing, treasurer Kevin Thomas, code enforcement officer George Parker, labor solicitor Joe O’Brien, planning and zoning solicitors, the borough auditor Dorothy Murphy, and borough engineer Al Wong Nagley. All confirmations were made by motion, second and voice approval.

The new leadership and confirmed appointments take effect immediately; council president Carey will begin making committee assignments and circulating the committee list to council members.
