PLACERVILLE, Calif. — The Board of Supervisors on Tuesday appointed Amanda Earnshaw as El Dorado County’s chief information officer, making permanent the interim leader who has overseen IT for more than a year.
Human Resources reported that the county launched a recruitment which produced 60 applicants; 39 met qualifications and four finalists were interviewed. An outside rater and an internal executive interview panel selected Earnshaw as the recommended candidate. HR noted the county paused an earlier search after a grand jury report recommended a CIO position rather than a director post; the county adapted the job specification accordingly.
Earnshaw, who marks nearly 19 years with county IT, told the Board she welcomes the role, intends to implement the grand jury’s recommendations, and emphasized IT governance, cybersecurity and interdepartmental collaboration.
The Board praised Earnshaw’s work in the interim role and unanimously approved her appointment (5–0). The position is effective Jan. 10, 2026, at the salary step recommended by HR.
Why it matters: County officials said elevating the role to CIO reflects a strategic shift toward enterprise governance, risk management and interdepartmental service delivery, in line with the grand jury’s recommendations.
What’s next: Human Resources will finalize the appointment paperwork and record the effective date. Earnshaw will begin leading the county’s multi-year technology roadmap.
