The Monona Finance and Personnel Committee on Jan. 5 approved the final assessment resolution for Arrowhead Drive tied to the 2026 road reconstruction project.
Dan presented the item and summarized the outreach and timeline: a design update and public works committee review in October 2025, a public information meeting in November 2025, notices to affected properties and publication of a Class 1 notice. He said a statutory assessment report is in the meeting packet and the final assessment would be on the Jan. 20 city council agenda for action there.
Dan outlined the assessment terms: "60% of the cost will be assessed to the property owners and 40% will be paid by the city," and he said up to 20% of costs for engineering, contingency and administration can be added to the assessment. He stated the total assessable cost is $203,584 and the property owner cost per foot is $103.28. Dan explained payment options: owners may pay in full within 45 days without interest or pay over eight years on the tax roll at 1% plus the borrowing rate.
When asked whether staff had received communications from residents, Dan said he had not. A motion to approve the final assessment resolution was moved and seconded; the committee approved the resolution by voice vote and the item will proceed to city council on Jan. 20 for final action.
Next steps: the council will consider the final assessment resolution on Jan. 20 and, if adopted, a Class 1 notice will be published and assessment bills issued according to the schedule described.
