At its Jan. 5 meeting, the Town of Needham project working group refined plans for the public survey that will accompany outreach for downtown design alternatives, focusing on how to reach renters, seniors and visitors who may not be captured in an online-only distribution.
Staff said the survey includes standard demographic questions to test whether respondents match the town’s population. Members recommended placing demographic questions in a separate section (so respondents see 'about you' first) and moving visit-related questions into a later section to avoid confusing respondents who 'pass through' Needham Center versus those who visit. Staff also confirmed survey logic (branching) can guide respondents through the appropriate question sets.
Several members raised concerns that past municipal surveys underrepresented renters and urged outreach to people who travel through Needham for appointments, shopping or hospital visits. Staff noted outreach channels will include the library, senior center/COA (with staff or volunteers able to assist with digital entry), the BID and business newsletters. One practical option discussed was providing iPads at senior centers and offering paper questionnaires that staff would later digitize for inclusion in the dataset.
To address duplicate-response and IP-address limitations for on-site iPad use, staff said they would confirm back-end settings and options; businesses and BID partners could also share a survey URL or a postcard QR code with customers. Staff said the survey will be digital, but they will provide assistance and alternate entry points to ensure participation from people without personal devices.
Next steps include finalizing question order so demographic items precede visit questions, confirming required fields, and building the digital survey with branch logic before distribution.
