Saco council approves administrative code updates, appointments and schedules RV ordinance hearing

At its Jan. 5 meeting the Saco City Council approved several routine items and scheduled public process on a proposed recreational-vehicle ordinance.
By unanimous roll-call votes the council confirmed consent appointments (including ward 3 warden/ward clerk) and the mayor’s appointment of Ryan Pelletier to the Maine Municipal Association Legislative Policy Committee. Councilors elected Councillor Nathan Johnston as parliamentarian for 2026 under Rule 38. In a final-reading action, the council adopted updates to the Administrative Code (Chapter 4, Article 5) intended to reflect current operations; the motion passed 5–0 after staff noted earlier public-hearing edits had been incorporated.
Councilors also approved a first reading of proposed amendments to Chapter 169 (the Recreational Vehicle Ordinance) aimed at creating limited temporary RV use in residential areas and scheduled a public hearing on that amendment for Jan. 26, 2026. Director Toomey said staff will refine language, including electrical-service requirements, to avoid unsafe "jury-rigged" hookups; the city will allow emergency verbal permits in one-off situations.
In his administrative report, City Administrator Ryan Pelletier announced the appointment of Kevin Dross as Deputy Fire Chief for Logistics and described several municipal initiatives: an update to downtown snow-emergency parking exemptions (specific downtown blocks exempted from the ban between 7 a.m. and midnight to support businesses), a CodeRed emergency-notification test set for Jan. 15 at 11 a.m., a local beach-management listening session scheduled for Jan. 8 at 6:30 p.m. at Saco City Hall Auditorium, and a Civic Software RFP with a Feb. 3 submission deadline. Pelletier thanked Emily Cole Prescott for her interim leadership and said staff will continue work begun during her tenure.
Councilors used the discussion period to express appreciation for Prescott’s service and to request staff and legal follow-up on contract-zone records raised by public commenters earlier in the meeting. The council adjourned at 7:16 p.m.
