Carroll County commissioners on Jan. 5 approved routine payroll and accounts-payable manifests, moved a $3,500 line-item transfer into vehicle expenses to cover a projected cruiser repair, and authorized interim finance oversight to support the county aaaudit.
Staff read multiple payroll and accounts-payable totals into the record, including payroll amounts of $402,126.85 (pay period 11/28/2025), $277,349.91 (Dec. 5), and accounts-payable batches including $168,036.49 (12/04/2025) and $345,543.53 (12/11/2025). Commissioners moved and approved the manifests by voice vote.
When asked about a request for a $3,500 transfer into the vehicle expense line to cover a projected cruiser repair, staff explained the vehicle line aabalance and the need to move funds from an available budget line; a motion to transfer $3,500 was moved, seconded and approved by voice vote.
The commission also approved hiring Barry Dunn to provide interim finance oversight and to act as liaison for the upcoming audit while a newly hired senior staff accountant starts Jan. 14. Staff said Barry Dunn would help reconcile month-end and year-end work and assist with audit liaison duties; commissioners approved the arrangement.
Separately, staff reported the county expects to receive roughly $165,000 from the New Hampshire Interlocal Trust (NHIT) receiver process in two distributions, with the first arriving soon and the remainder expected midyear. "We're going to get the whole $165,000 back," the executive director said during the report.
Next steps: staff will prepare formal audit encumbrances and bring relevant budget votes to the next meeting for formal approval as needed.
