Pine County approves $500,000 amendment to Clean Water Partnership loan for septic replacements

Pine County’s Clean Water Partnership loan program — used to replace noncompliant septic systems and repaid via property tax assessments — received a board-approved amendment on Jan. 6 to increase available funds.
County staff told commissioners the program has replaced 224 noncompliant septic systems through 2016–2025 at a total cost of just over $3.7 million. The county’s 2024 loan amount was $750,000 and staff reported approximately $686,000 had been spent; the program administrator recommended an additional $500,000 so the county would have sufficient loan funds through the 2026 construction season.
Commissioners moved and approved a resolution authorizing the county administrator to execute an amendment to increase the loan amount by $500,000; the board’s roll call recorded unanimous or near‑unanimous support for the action.
Staff said applications remain open and that the program traditionally has a waiting list; eligibility requires a system be noncompliant (failing a compliance inspection), not merely an owner’s desire to upgrade.
