Cochise supervisors approve multiple rezones, health contracts and tax‑deed sales

In addition to the contested solar request and the port‑area reversion, the Cochise County Board of Supervisors approved several routine and budgetary items during its Jan. 6 meeting.
Agenda item 7 (docket RZ‑25‑16) down‑zoned a Desert Sky subdivision parcel from RU‑2 to RU‑4 to enable future residential use under the county owner‑builder program; staff noted an active code‑compliance action for an on‑site recreational vehicle that must be resolved before permits are issued. The board approved the ordinance 3–0.
Agenda item 8 (docket RC‑25‑17), a request filed by Snell & Wilmer on behalf of Freeport Minerals to rezone approximately 102 acres at State Route 80 and US‑191 from R36 to General Business, was approved 3–0 with staff recommending a 20‑foot landscape buffer at the time of development; the City of Douglas sent a letter of support.
In financial and program matters the board approved $21,350 from general fund contingency to pay the health‑department portion of a PetroMed medical‑director contract (the total county health portion is roughly $96,000), approved the results of a Nov. 2025 tax‑deed auction that sold 54 of 59 parcels and generated $209,009.23 in proceeds, and authorized execution of an ADHS Health Start grant for $353,000 for Oct. 1, 2025–Sept. 30, 2026. All of those motions carried by unanimous votes.
Staff and supervisors used the latter portion of the meeting for district updates and personnel notes; County staff recognized Jackie Watkins, whose last day with the county will be Jan. 9.
