Franklin City’s Board of Public Works and Safety approved two change orders for the Paulhan Boulevard reconstruction project, including an added-pay-items increase and a final balancing credit, and confirmed the project’s funding source.
City engineer Matt McElroy told the board that Change Order 3 adds two pay items — turn-arrow pavement markings for the two-way left-turn lanes and an additional railroad allowance to improve construction coordination and safety near the tracks — increasing the contract by $13,447.50 (about 0.83%). He said that brings the contract to approximately $1,635,005.64.
Change Order 4 is a final balancing change order that reduces the contract by $172,979.10. McElroy said the original project budget was covered with $2,000,000 provided by Malarkey Roofing via the redevelopment commission for infrastructure improvements. With the two change orders applied, McElroy said the project will underrun the $2,000,000 allocation by about $31,414.69; he noted the city still needs to finalize engineering, right-of-way, and inspection costs to determine exact refunds or reconciliations to the developer.
A board member moved to approve and execute change orders 3 and 4 as final; the board approved the motion by voice vote. City staff said they will continue working to reconcile final costs and return any excess funds per redevelopment commission policies.
