The Ada County Board of Commissioners voted Jan. 6 to table a zoning modification request from Kersher Holdings LLC to Jan. 20, 2026, after commissioners and staff said more information and potential conditions were needed.
Planning staff told the board the request concerns a 38-acre site on the south side of Cunemora Road, east of Vista Road, where the applicant seeks to change a condition that currently limits vehicles in the northern contractor yard to 50. The applicant asked the board at a Dec. 10 public hearing to raise that limit to 280. Planning staff reminded the board the site received approval in 2024 for two contractor yards and that the board had taken testimony before tabling the matter to secure additional advice.
Commissioner (Speaker 6) said the applicant had not substantiated the need for additional vehicle capacity. "They didn't substantiate need based on their current usage," the commissioner said, and noted neighbors had testified to concerns about the site's configuration. Planning staff and Commissioner (Speaker 7) recalled earlier discussion about screening, berms and light and noise impacts for a homeowner adjacent to the proposed yard.
Staff noted the permit is on a five-year cycle and that the applicant could return later if conditions or usage change. The board discussed options including imposing additional screening conditions for the property closest to residential neighbors or denying the request and allowing the applicant to reapply. Ultimately Commissioner (Speaker 7) moved to table the application (application 202400314-CU-M) to the Jan. 20, 2026 open business meeting to give staff time to prepare proposed modifications or a rejection; the motion was seconded and approved unanimously.
The board's action does not decide the merits of the request; it postpones final action so staff can draft clear condition language and compile any additional evidence the board may need to evaluate noise, visual screening and operational impacts. The application will return to the board at the Jan. 20 meeting for further deliberation and a final vote.
