Staff presented recent photos showing the shell of the new Public Works building and asked the board for permission to solicit proposals for interior work such as framing, concrete floor surfacing, HVAC, spray foam and interior finishes.
Supervisor Campbell and others pressed staff for clear, consistent solicitation scopes so contractors receive identical information. "I would like to see what we're going to send to these contractors," a supervisor said, describing expectations for a scope of work, pre‑bid walkthroughs and a documented list of line items so bids are comparable.
Staff said Mueller provided full construction plans for the shell and that the county would develop more detailed, dimensioned interior plans for contractors to bid; staff also said some items could be done internally by Public Works crews or through inmate labor when available.
The board voted to authorize staff to solicit quotes and proposals for the listed interior build‑out items and directed staff to provide solicitation documents to supervisors for review (either in the packet or by email) before final solicitations are issued.
Next steps: staff will prepare scoped solicitation documents, offer pre‑bid walkthroughs for local contractors, and return to the board with bids or recommendations as items approach their respective dollar thresholds.
