School attorneys brief new committee members on ethics, open meetings and public records

At the end of organizational business, attorneys provided new and returning Springfield School Committee members with a required overview of ethics, open-meeting and public-records obligations.

Melissa Murray, representing the school committee’s legal counsel, told members that the packet in their folders "is an ethics, open meeting law, and public records ample review," and that the materials include a required conflict-of-interest summary and acknowledgment forms. She said new members must complete conflict-of-interest training when they first take office and that training is required every two years thereafter.

Murray explained the open meeting law’s key constraint: a quorum must be present for deliberations, and members should be careful about communications that might be considered deliberations (for example, responding to an email chain where no quorum is present can constitute a deliberation). She emphasized the public-records requirement that materials created by officials, including emails, are public records and encouraged members to use their Springfield Public Schools email addresses so the district can respond to records requests without accessing personal accounts.

Murray directed members to complete and return acknowledgment forms in their packets or complete the trainings online at the state training portal listed in the materials. She also noted that the conflict-of-interest summary contains scenarios relevant to school committee service and called attention to limits on gifts and prohibitions on self-dealing.
