The Planning Commission recommended approval of a two-lot master plan for the Bartlett Hills Commercial Subdivision (recently renamed Reyna Plaza), retaining the existing multi-tenant building and creating a 0.54-acre outparcel intended for a Dutch Bros. Coffee; staff required return for final and construction plans and a site plan for the coffee shop.
The Bartlett Planning Commission voted Jan. 5 to recommend approval of a master plan that will resubdivide the Bartlett Hills Commercial Subdivision (now Reyna Plaza) at 60 Stage Road into two lots and clear the way for a Dutch Bros. coffee outparcel.
Director Taylor summarized the applicant's proposal and described the site as a 6.44-acre parcel in the SC-1 planned unit commercial zoning district. Under the plan, Lot 1 (about 5.9 acres) will keep the existing 60,000-square-foot multi-tenant building and a 4,000-square-foot Leslie Pools building; Lot 2 (about 0.54 acres) is proposed as an island-shaped outparcel for a Dutch Bros. Coffee drive-through.
Pickering Firm representative Harvey Matheny said his client reviewed staff conditions and had no objections to the recommendations. Director Taylor explained the application will return for final plan and construction-plan approval along with a site plan specifically for the Dutch Bros. location. Staff also noted conditions related to shared-access agreements and engineering review.
A commissioner moved approval, a second was received, and roll call showed unanimous support. The commission made a favorable recommendation to the Board of Mayor and Aldermen; the staff conditions listed in the file must be satisfied at the final-plan stage.
Next steps: applicant must submit final-plan, construction-plan and the Dutch Bros. site plan; engineering and shared-access agreements will be addressed during those reviews.
