Urbana approves $37,000 to staff daytime operations at Cunningham Township overnight shelter

The Urbana City Council on Jan. 5 approved a recipient agreement to provide $37,000 to the Cunningham Township supervisor's office for daytime staffing at the new Cunningham Township overnight shelter and enacted a budget amendment to fund the payment from the city’s fund balance.

Elizabeth (staff) told the council the mayor recommended allocating $37,000 to support daytime staffing at the overnight shelter. When Council member Chris asked, “So where's the $37,000 coming from?” Elizabeth said the amount would come from fund balance as part of a pending budget amendment. Council members pressed for operational detail: staff said the shelter intends to remain open through April and daytime hours would be staffed when temperatures are 20 degrees or below, but staff did not have a line-by-line estimate in the meeting and said they would provide fuller costing and partner contributions in follow-up.

Council members also debated payment timing. When one council member asked why the city would pay upfront rather than reimburse after expenses, staff said the city would be "first in" financially to meet an immediate need while other governmental partners commit funding.

The council then approved the recipient agreement by a voice vote (moved by Grace, seconded by Chris) and later approved a budget amendment (recorded as an ordinance revising the annual budget) to appropriate the $37,000. During the budget discussion, Elizabeth provided finance figures: an estimated ending fund balance of $20,959,000 with $17,417,000 reserved to meet a 25% policy requirement; $4,600,000 held for potential loss of federal funds; and $873,000 designated for a community engagement team pilot — leaving roughly $3,500,000 that could be allocated.

Staff committed to provide the council with more detail on total daytime costs through April and to report which partner jurisdictions will contribute funding.
