Department reports: planning consulting contract, senior services foundation support, water‑main design and retirement commendation

At the department reports portion of the meeting, Planning Services Director Denise Testa presented and the board approved a consulting contract with American Structure Point to review and update Medina County subdivision regulations, not to exceed $45,000. Testa said the prosecutor has completed review and applicant materials will follow; she also previewed planning commission workloads for January and February, including two major subdivisions and several text amendments.

Laura Toth of Senior and Adult Services reported modest shortfalls in several grant‑funded service metrics from 2025 (wasted and undelivered meals due to inclement weather, staffing gaps that reduced short‑term case management hours) but credited the Senior Adult Foundation with about $40,000 of targeted support for congregate meals, equipment, program events and other needs. Toth said final numbers and charts will be available next month and noted upcoming foundation fundraising events.

The sanitary engineer presented a resolution authorizing the sanitary engineer to enter into an agreement with Rolling and Hosovar for professional design services for a water‑main extension along Lakeview Court; the board approved the resolution by roll call. The board also read and adopted a resolution commending Daniel Ingram for 36 years of service in the Sanitary Engineer Department; the resolution records Ingram's hire date (06/25/1989) and retirement date (01/02/2026).

Commissioners acknowledged the departments’ work and expressed appreciation for foundation support and ongoing planning and infrastructure efforts.
