Commission approves finance committee recommendations on property remediation, EMS billing, park turf proposals and school‑track clarification request

The Bradley County Commission voted on several finance-committee recommendations after a report from Commissioner Blake.
First, commissioners authorized the county attorney to obtain quotes for remediation of property at 1770 Spring Place (two parcels) pursuant to a court order. Blake said funds for cleanup would come from Fund 116 (the landfill fund) and that a lien would be placed on the property to allow the county to recover cleanup costs. The motion to direct Attorney Freiberg to obtain quotes passed by roll call, recorded as 13 in favor, none opposed and 1 absent.
Next, EMS Director Lewis presented a memorandum of understanding between Bradley County EMS and Bradley Medical Center LLC that would permit EMS to bill the hospital at the Medicare-allowable rate for self‑pay transports, providing guaranteed revenue to the EMS department. Commissioner Blake moved to authorize the mayor to sign the MOU; Commissioner Rogers seconded. Mayor Davis and others said county billing for uninsured transports has averaged about $10,000 per month over the past six months and that the agreement would formalize payments; the authorizing motion passed unanimously in recorded roll call.
The finance committee also asked the mayor to obtain financial proposals for installing turf at county parks and to examine repayment options including HCI interfund loans. Commissioner Blake moved the request, Commissioner Goins seconded, and the commission voted in favor to solicit proposals and repayment options.
Finally, the committee voted to send a formal letter to the Bradley County Board of Education and the director of schools asking for clarification and a timeline for use of allocated funds for the track project; the committee requested a written response by March 31. Commissioner Blake placed that recommendation in motion and the commission approved it by recorded vote.
All four finance-committee recommendations were adopted on recorded votes that showed 13 in favor, none opposed and 1 absent. Next steps are administrative: the county attorney will obtain remediation quotes, the mayor is authorized to sign the EMS MOU, the mayor’s office will solicit turf proposals and staff will send the letter to the Board of Education.
