The Lamar City Council voted to approve a services agreement with ISG to update the city's community development plan, commonly referred to in the meeting as Vision 2045. Mayor (unnamed) moved to approve the contract and the council carried the motion on a voice vote.
The agreement, capped at $52,000, will be paid from economic development funds. "The cost of $52,000 will be covered using economic development funds," the mayor said during the meeting.
An ISG representative (unnamed) told the council the work will include two workshops with the council and LBIC, online public engagement, and evaluation and concept ("character") sketches for three opportunity sites. The consultant said those sites could range from large parcels for housing to downtown or park areas and that sketches show how proposed changes would look on the ground.
Council members sought clarification that updating the plan would not automatically approve projects. The mayor and others emphasized that adopting updates to Vision 2045 "doesn't green light anything" and that each proposed project or expenditure would still come to council for separate approval.
The council approved the contract after discussion about community input and the timing of an evaluation checkpoint for the plan.
Next steps: ISG will begin outreach and the city will schedule workshops and online engagement; individual projects identified in the update would return to council for separate review and approval.
