The Village Board unanimously approved three related zoning measures enabling K Educate Inc. to open a daycare learning center at 740 West Hintz Road, occupying remaining space in the former Family Video building.
Planning staff said the planning commission reviewed the proposal Dec. 17, 2025, and recommended unanimous approval of the special-use request and two variations — one to reduce required rear and side-yard setbacks for a proposed playground and another to retain a five-foot perimeter fence rather than install a taller fence — subject to conditions.
Conditions listed by staff and adopted by the board include obtaining and submitting an Illinois Department of Children and Family Services (DCFS) license before commencing operations; limiting hours to Monday through Friday, 7 a.m. to 6 p.m.; installing Arbor Vitae plantings along the north and east property lines by May 1, 2026, and maintaining landscaping; applying for and receiving permits before grading the playground or removing existing trees; and repairing any leaning perimeter fence sections concurrently with playground work.
A petitioner representative, Anna Linscheid, told trustees the operator will not host after-hours events and that the property has about 40 parking spaces. Trustees pressed on safety and fence condition; staff required repairs to be included in permit inspections.
The board voted separately on the setback variation and the fence-height variation; both passed on unanimous roll-call votes. Trustees approved the conditions recommended by the planning commission.
