IRBS committee reduces recommended temporary-staffing contract to $24 million after audit

The DeKalb County IRBS committee voted Jan. 7 to recommend approval of a substitute award for a four-year temporary personnel services contract after staff changed the requested ceiling following an audit. Michelle, speaking for administration staff, said the audit “found support not for $30,000,000 but for $24,000,000,” and the substitute reflects that lower total and eliminates prior per-vendor $10 million caps.

Staff told the committee the solicitation (RFP No. 2024100007) would continue to award the highest-scoring responsive proposers; the recommended vendors named were Trifecta Inc., OpenWork LLC and Century Technologies (as presented). Commissioners asked whether vendors would split the $24 million equally and whether vendors specialized by job classification. Staff replied awards are based on need, qualifications and pricing; Trifecta was described as having an information-technology specialization.

A motion to approve the substitute passed on a committee voice vote. Commissioners asked staff to clarify how departments use the temporary-staffing pool, how pricing schedules work across vendors, and noted annual vendor price increases averaged about 2–2.5%.

The substitute is a recommendation to the full Board of Commissioners; contract awards and budget authority will be finalized through the county's procurement and budget processes.
