Council names two members to Elk Island Review Panel as part of grant conditions

The Grants Pass City Council voted to appoint Seth and Kathleen as the city’s representatives to the Elk Island Review Panel, a community advisory group required by the Elk Island grant agreement. The motion passed 6–1.
Staff explained that the grant agreement requires the grantee to establish a community panel that will meet at least monthly and include representatives from Grants Pass Police, the city council, Elk Island and the neighborhood; the panel must address community concerns and produce a written plan before shelter services begin.
During discussion council members debated whether to appoint one or two council representatives and whether appointees should represent differing viewpoints. Proponents said a second council member provides backup when one is out of town; opponents warned the selection could appear divisive. The motion to appoint Seth and Kathleen passed with a single dissenting vote.
Next steps: the panel will convene as required in the grant agreement and produce the community plan for city review prior to service startup.
