The Oshkosh City Plan Commission on Jan. 6 recommended several land‑use actions including a comprehensive plan amendment for a property owned by Valley Christian School, conditional‑use permits for an outdoor equipment storage area and school additions, and a setback reduction for a newly installed ground sign.
Staff told the commission the petitioner seeking the comprehensive plan map amendment represents roughly an 8‑acre parcel south of Ickstead Road and east of Vinland Street owned by Valley Christian School and that changing the site from ‘light density residential’ to ‘mixed use’ would make it consistent with zoning districts that allow institutional uses. Devin Winter of Xcel Engineering, speaking for the applicant, said the request was intended to combine parcels and is the first step toward constructing a private school. The commission voted 9–0 to recommend approval of the amendment and adopt staff findings.
On a separate item, staff presented a conditional‑use permit request for a roughly 36,000‑square‑foot gravel outdoor storage area at 3031 Oregon Street, formerly part of the Oshkosh Truck site. The proposed tenant will sell, lease and repair large equipment, employ 19 people and store graders, backhoes and bulldozers. Staff recommended approval with conditions requiring the removal of illegally expanded gravel areas, an 8‑foot, 90% opacity screening fence along Oregon Street, new trees and verification that existing parking (about 50 spaces) meets requirements. Joel Airpeth of Mach 4 Engineering said he represented the applicant and that staff had accurately summarized the plan. The commission voted 9–0 to recommend approval.
The commission also reviewed a conditional‑use permit for building additions and parking reconfiguration at Franklin Elementary School (1401 W. 5th Ave.). Staff said the work would expand the building, increase on‑site parking to 106 spaces, reconfigure circulation to a one‑way drop‑off from West 5th Avenue to Mason Street and accommodate a projected maximum school population of 600 students and roughly 105 employees. Nate of Bray Architects said the design separates buses from parent pickup and that on‑site parent drop‑off capacity will increase substantially — he estimated "more than 5 times" the current on‑site availability. Commissioners discussed neighborhood concerns about buffering and drop‑off logistics; staff said landscaping and buffer yards meet code. The commission voted 9–0 to recommend approval.
A contested item involved a ground sign installed at a recently constructed 18‑unit multifamily development on West 20th Avenue (1064 W. 20th Ave.). Staff said the 7‑foot, 18‑square‑foot dual‑post sign was constructed without a permit; it sits 10 feet from the front property line where 15 feet is required and 1.25 feet from the south property line where 7.5 feet is required. Staff recommended approval of a site implementation plan amendment with a condition that the applicant provide at least 25 shrub landscaping points; staff also noted the applicant would face a late permit fee or be required to remove the sign if denied. Commissioners expressed discomfort with approving work done after construction; Miss Davey said she would vote no because the sign was erected without a permit. The motion carried 7–2 (No votes: Miss Davey and Chairman Perry).
Other business included a staff announcement that Brian has been appointed planning services supervisor and a procedural note that staff will pilot signing‑up speakers in advance to protect personal information on sign‑in sheets. The commission adjourned with no further business.
