Summary
The commissioners approved 2026 annual bid awards for fuel, road materials and steel; awarded a county lawn-services contract to Gene Services; approved a $358,200 roof overlay contract for the Wharton County Jail with STX Build Construction; and awarded ambulance chassis purchases to Sains Automotive.
Washington County Commissioners Court on Jan. 6 approved several procurement actions to support county operations in 2026, including annual bid awards, a lawn-services contract, a jail roof overlay and ambulance chassis purchases.
County staff summarized the results of the 2026 annual bid openings: Campbell (transport provider) remained the recommended transporter for aviation fuel with a transport-rate increase from 0.783 to 0.7904; limestone pickup (pit) locations showed modest price decreases at local sites; and steel products had mixed pricing changes, with plate increasing about 20% and beams up 10–14%. The court voted to award the annual bid package as presented.
On the lawn-services contract (Item 8), staff recommended Gene Services after receiving four bids, two of which were disqualified as late. Gene Services’ references were described as outstanding and the recommended contract includes options for two one‑year extensions. The court approved awarding the contract and directed the maintenance department to monitor contractor compliance.
For the Wharton County Jail roof overlay (Item 9), staff recommended STX Build Construction at a contract price of $358,200. Presenters described the chosen TPO overlay system, planned removal of gravel surfacing, localized insulation replacement, mechanical fastening inspected by the manufacturer and a 20‑year warranty; they noted about 35 roof penetrations that complicate the project. The court approved the award.
On ambulance purchases (Item 10), three bids were received; one did not meet specifications. The low responsive bidder, Sains Automotive of Bastrop, met specifications for Ford F‑450 ambulance prep chassis and the court approved the award.
Each procurement action was approved by motion and voice vote. Staff noted timelines and warranty/inspection expectations where applicable but did not announce firm start dates for all projects.
