Council reviews policy updates, tables redlines; strategic-plan quarterly update received

The city clerk summarized the redline items and said many policies required no change; the ad hoc recommended two new policies (AB1234 reporting and a meeting-management policy). Council members debated whether to vote changes tonight or bring back a redline for further review; one member requested the AB1234 reference include the 2005 year to aid public research. The council exercised discretion to table further action and return the item with redline edits for additional review.
During the same segment, staff presented the strategic-plan quarterly update (initiative status from 10/01/2025). Assistant to the city manager Nydia Ruelas Castellino said of 60 initiatives 3–5% are complete, 22 (37%) have reached substantial progress, 21 are started and 14 not yet started; completed projects highlighted included a citywide street sign refresh, park gazebo repairs, synthetic-field replacements at the Lake Forest Sports Park, and launch of a monthly employee newsletter.
Next steps: policy subcommittee and city attorney to prepare and return redline edits for the council's review; staff to continue implementing strategic-plan initiatives and report progress in future quarters.
