Carmel council gets parking study, asks land-use committee to weigh valet and garage issues

Brad Pease, director of engineering, told the council, “We have the parking study in hand,” and noted the document includes comments that touch on valet parking and parking garage utilization. Pease said the study arrived over the holidays and staff needed time to review it thoroughly before returning more detailed recommendations.
Councilors suggested separating items tied directly to the study (such as garage utilization) from other unrelated matters so that the committee can fast-track actionable pieces. One councilor recommended bringing a thorough discussion two weeks after the land-use committee receives the study.
Councilors also asked whether the study includes proposed fee or cost-recovery measures; Pease said specific fee recommendations did not appear but the study provides guidance that would allow the land-use committee to develop fee or policy proposals.
The council noted that a separate traffic study remains planned for later in the year to address broader traffic patterns beyond parking inventory and usage.
The council left the parking-related ordinance in Land Use for further review and set a timeline for committee discussion in the coming weeks.
