Rachel Kiesling (planning) warned that the 12‑foot addition reduces a drive lane used for circulation to roughly 18 feet from 31 feet; the petitioner proposed an exit connection into an existing one‑way drive on the adjacent Signature property to preserve circulation. Kiesling requested written authorization from Signature's owners before approving the addition; absent that authorization, she said the addition would need to be reduced to preserve drive-lane width and meet safety standards.
Property owner Kevin Paul told commissioners he would continue coordination with Signature ownership and that a smaller addition (8 feet) is an available fallback if a curb‑cut agreement is not obtained. Technical and fire reviews are logged on the building permit and will be reconciled prior to final approvals, staff said.
Commissioners discussed parking, driveway circulation, design elements and the trade-offs between preserving drive-lane width and allowing the addition. The committee agreed to forward the ADLS amendment to the full planning commission for Jan. 20, with the expectation petitioners supply a curb‑cut agreement from Signature or submit a reduced‑addition design.
Staff planned to continue coordination with the petitioner and to review final TAC/fire comments and any written agreements before the full planning commission vote.
