The Traffic and Parking Commission approved a one-year on-street permit on Jan. 6 to allow a mobile coffee trailer to operate in Chelsea Square on weekends.
The agenda listed the request as from Monica Roscoe of Coffee Glow. An on-site representative (S11) told the commission the trailer is small, can be disconnected from its tow vehicle, and that she completed required inspections and permits at city hall. The applicant requested weekend hours (Friday late-afternoon, Saturday and Sunday daytime), and staff confirmed the application seeks the Chelsea Square spot on 2nd Street just before Park Street.
Commissioners debated whether the trailer would occupy one or two spaces if disconnected; the trailer is 11 feet long and can fit in a standard 18–20 foot stall, and the applicant said she preferred two spaces but the commission noted the trailer should fit in one. The commission approved the application and assigned the Chelsea Square spot; the permit is valid for one year and must be renewed if the vendor seeks continued operation.
Staff noted previous pilots for food trucks drew little participation and said the city is exploring ways to simplify the permitting process for small vending operations. The commission asked the applicant and staff to coordinate on trash and licensing; the applicant said she uses an onboard trash can and has passed other inspections required by licensing.
