Munyon explained that many Kansas counties waive GAAP annually for cost and practicality reasons; the board voted unanimously to adopt the waiver for the year ending Dec. 31, 2026. Staff said financial statements will be prepared on a cash receipts and disbursements basis adjusted to show compliance with state cash‑basis and budget laws.
