Summary
A traffic speed study found an 85th‑percentile speed near 39 mph on Boots Road; the board adopted a resolution to post a 40 mph speed limit between West Mary Street and Jones Avenue to improve safety and enable enforcement.
Larry Brungart, interim road and bridge director, told the board that residents had complained of high speeds on Boots Road between West Mary Street and Jones Avenue. An engineering consultant conducted a traffic speed study from Nov. 12–20, 2025, and reported the 85th‑percentile speed at 39 mph. Under traffic engineering practice and state statute the consultant recommended posting a 40 mph limit to better reflect driving behavior and improve safety.
Brungart said physical conditions (gravel surface, new shops, truck traffic) supported the need for signage; counters recorded high outlier speeds of 68–71 mph on separate observations. Commissioners discussed enforcement and comparators on nearby stretches. One commissioner noted setting 40 mph enables sheriff enforcement; another observed that a nearby paved stretch lacks signage but had no complaints.
Following discussion, a motion to approve Resolution No. 02‑2026 to post 40 mph signage on Boots Road passed unanimously. No fiscal impact was recorded.
