The Pataskala City Council conducted routine business including approval of the consent agenda, first readings of multiple ordinances and a formal reappointment to the Personnel Board of Review.
The consent agenda was moved, seconded and approved on a roll-call vote (council members answered 'Yes' during the roll call). Following consent items, staff read several ordinances for first reading: Ordinance 2026-451 to update the Pataskala City employee handbook and policies; Ordinance 2026-4516 to amend the city financial policies and procedures manual for public employees; and Ordinance 2026-4517, a supplemental appropriation ordinance for expenses in the fiscal year ending Dec. 31, 2026. Council took no extended debate on these first readings.
On appointments, a council member moved to reappoint Tim Powell to the Personnel Board of Review; the motion was seconded by Mr. Galick and passed on a roll-call vote. Administration was asked to contact Mr. Powell to confirm the appointment. Earlier in the meeting both Mr. Powell and Jason Umstott were interviewed for the PBR seat(s); Powell described prior PBR service and community experience, while Umstott summarized his experience on the charter commission and county developmental services.
Other business included routine staff reports: reminders about Tax Review Board and Parks Board openings and deadlines, a year-end finance close and anticipated supplemental appropriations to appear at the next meeting, updates on snow operations and salt reserves, and a near-term occupancy timeline for a city building that staff said would be ready within two weeks for move-in.
Why it matters: The reappointment fills a PBR seat and the ordinances read for first reading will return for further consideration; the supplemental-appropriation ordinance signals planned budget amendments related to the year-end close.
What the council did: Passed the consent agenda, conducted first readings on personnel and finance-related ordinances, and reappointed Tim Powell to PBR. No ordinances were adopted on final reading at this meeting.
Next steps: The ordinances will return for later readings as required; staff will bring forward supplemental appropriation requests in a future meeting and confirm the PBR appointment with Mr. Powell.
