Council debates removing breed-specific dog bans, delays action for public notice

A council member advocating the change said, "I don't really agree with being able, as a city, being able to tell people what kind of dog they can and can't have," arguing the ordinance should focus on behavior rather than breed. The speaker noted the difficulty and cost of breed identification and the risk of penalizing owners of dogs that are not dangerous.
Other council members raised public-safety concerns. One council member said national statistics show more severe injuries associated with certain breeds and argued enforcement of vicious-dog provisions may not fully address those risks, saying: "If you look at the statistics nationwide for people killed by dog attacks, it ain't close when it comes...pit bulls and rottweilers." Council members discussed authorized enforcement agents listed in the draft (building health and safety officer, city police, city clerk and veterinarians), whether titles need to be updated to match current staff positions, and mechanics of licensing and rabies-tag checks.
After extended discussion the council directed staff to publish the proposed code change and placed the item on the Feb. 2 agenda to allow public notice and comment before any final action.
