Goochland Cares asked the Board of Supervisors for a 20% increase in county funding for its Critical Home Repair program, arguing the county's aging population and rising costs have widened demand beyond existing resources.
Andrea Honan, CEO of Goochland Cares, told the board that the nonprofit's transportation program received $78,000 from the county (35% of total program costs) and that the critical home repair program finished 2025 with 31 projects already on the wait list for 2026. Honan said the program now operates on a budget that grew from $218,000 in 2019 to more than $500,000 in 2025 but that demand still outpaced funding.
Honan said the program prioritizes local contractors (87% of completed projects) and serves a population that is disproportionately older and low-income. "The majority of the clients served by this critical home repair program are single African-American female seniors," she said, and she described an example of a 96-year-old client whose broken HVAC was repaired within days.
Board members acknowledged the request and discussed budget timing and the numbers; supervisors asked staff to include the ask in upcoming budget deliberations and requested detailed breakdowns that were offered in supplementary materials.
