Goochland county administrator outlines priorities: backlog cut, engagement committee, public dashboard

Goochland County's new county administrator, Doctor Railey, used the reorganization meeting to present a transition report that emphasized outreach, operations improvements and near-term priorities.
Railey said staff completed more than 190 stakeholder meetings during his first seven months and credited community development staff for reducing a backlog of 109 outstanding plan reviews to 15. "When we started our work together in June 2025, there were 109 outstanding plan reviews. Board members, we are now down to 15," he told the board.
He listed several administration priorities for the coming year: establishing a community engagement committee to broaden two-way communication with residents, initiating a strategic planning process beginning immediately, aligning staffing and budget decisions with that plan, and creating a public-facing dashboard to share key performance indicators with the public.
Railey also previewed capital projects under discussion and said the county would present a budget that aligns priorities, capital needs and compensation goals over the next 12'18 months. He invited questions from supervisors and emphasized a values-driven, transparent approach.
The board acknowledged the improvements and praised the administration's outreach and responsiveness during the transition.
